TOPIC TITLE: A way that Phlebs have automatic access to all new SWP locations when built

REASONS TO ADD THE TOPIC: It is a maintenance nightmare having to update every single Phlebotomists everytime we build a new Client(Clinic) location in SWP. It takes a long time to go into each Phleb to update location access line.
