REASONS TO ADD THE TOPIC: Find a way a Client can restart the replication server themselves instead of logging a task for it needing to be done every time or find a way that for new items built in Lab to replicate into SWP when the Client replicates.

The architect performed a high level impact evaluation. Based upon the evaluation, it was decided to reject the proposed change because it has been determined that this enhancement is not desirable, is infeasible, and or will introduce a critical software hazard. 95% of all SCC clients do NOT use static databases.
